CONTEST CLUB UPDATE
From Bill Michne, WM3X.  Contest Club Update: PARS is now officially listed as an ARRL affiliated contest club.  This means that eligible PARS members can simply list Pamlico Amateur Radio Society, LTD, on their contest log submission to have their individual scores added to the club score.  To be eligible, your station needs to be within 35 miles of Oriental.  If you live further out than that you can still be eligible but our local club class of competition will change.  For the 10-meter contest this coming weekend just let me know BEFORE the contest that you intend to submit your score for the club, and I will notify ARRL of your eligibility.  For 2017 and beyond, your eligibility will be automatic based on your station location, assumed to be your home address.  As for the 10-meter contest this coming weekend consider giving it a try.  Even with our currently poor propagation conditions you may be pleasantly surprised at how many contacts you can make.  Contest details can be found at http://www.arrl.org/10-meter.

AMATEUR RADIO PARITY ACT–TIME IS SHORT!
As you should know, this extremely important legislation would enable radio amateurs living in deed-restricted communities to erect efficient outdoor antennas and has taken years of effort by the ARRL and others to reach this point. The bill has been approved by the House of Representatives but is awaiting passage by the U.S. Senate. If it does not pass during the “lame duck’ session ending in mid-December, it will die and the entire process will have to be repeated.  After being so close to passage, and with even the association of home owners associations agreeing to the wording, that would be a shame.

Our support is needed to get the bill to the Senate floor for a vote and passed. As they say, the clock is ticking.  Our task is simple.  Go to the ARRL’s Rally Senate page ( https://arrl.rallycongress.net/ ) , enter your ZIP code, fill in your name and address, press enter, and e-mails will go directly to your Senators. We can do this, even if we have already contacted our Senators for support. You may review and edit your e-mail before it is sent. I added a paragraph to mine.

The number of deed-restricted communities continues to grow. Amateurs move into them as alternatives decline. They often leave the air unable to overcome the no-antenna obstacle. Obviously, this major obstruction can only stifle new interest in amateur radio.

Many of us in our rural county might not be directly affected or require this relief, but then many others of us are.  Please do your part.

SOLAR NUMBERS TODAY
NOAA reported solar activity was low during the 24 hours ending yesterday at 5 pm local. The most recent significant activity was a C1 flare at 0607Z this morning. There are 2 sunspot regions on the disk facing Earth this morning. One is producing weak solar flares. The sunspot number (SSN) is 37, just a little higher than the 31 we reported last Monday. The Solar Flux Index (SFI) is 82, nearly the same as the 83 recorded at Penticton Sunday a week ago. (Remember, the Penticton readings are taken daily at noon so we report here in the morning the reading taken yesterday). According to the Space Weather Prediction Center, solar activity is expected to be very low for the next three days with a chance for C-class flares and a slight chance for an M-class flare today through Wednesday. The NOAA forecast has the SFI slowly dropping to 78 on Wednesday.  The 90 day trailing average is 84.

The Earth’s geomagnetic field was quiet to unsettled yesterday. Although we are experiencing winds from a broad solar hole, the field is forecast to be quiet to unsettled today and then quiet each day through Wednesday.  The Kp-index was reported to be an extremely quiet zero at 7 a.m. local this morning.

Expect fair conditions on 30 and 20 Meters, poor on the higher bands. Good conditions are expected on 80 and 40, both during the day and at night. Very little activity was reported on the VHF bands this past week.

ABOUT THE PARSgram
The PARSgram is a weekly email publication for members of the Pamlico Amateur Radio Society (PARS), an association of amateur radio operators located in, near, or from Pamlico County, North Carolina.  The PARSgram contains announcements and information about current and planned activities of the Society and other items of specific interest to its members.  Except to summarize information related to Solar Activity or announce expeditions of amateur radio operators to unique distant places, special event stations, and contests, it does not generally repeat information available elsewhere. The PARSgram does offer subscribers a means to make known radio equipment and other related items they have for sale or trade.  Since PARS members may have limited internet access, the PARSgram has no attachments and kept relatively short.  Log on to the PARS Website at https://www.n4prs.org/ for longer news articles, photos, forums, archived PARSgrams and more. We are always looking for items of specific interest to our members to put in the PARSgram.  If you run across a timely item or think of something you think would interest our folks, please send it to me at jth350@embarqmail.com.  — Jim Hartmeyer, AI4WL, Editor
