HIGH POWER STATIONS NEAR AMATEUR FREQUENCIES PROPOSED
From Bill Michne, WM3X: There is a proposal before the FCC (RM-11953)
which would allow data communications up to 20 KW on multiple bands
within the HF 2 – 25 MHz range, including in bands immediately adjacent
to frequencies allocated to the Amateur Radio Service. The ARRL is
aware of this proposal and is watching it closely, and the Board will be
discussing it at their next meeting. This note is simply to inform our
membership of the proposal. There is a YouTube video
(https://youtu.be/VeG00x89ATI) making the rounds which is the doomsday
opinion. By contrast, Lor, W3QA, has a much more benign view, which is
that, ” These stations have been operating for seven or more years under
experimental licenses without reported issues.” The ARRL plans to study
the situation with respect to the potential for interference to amateur
operations, and develop action plans as necessary.
PARS’ 2023 THIRTEEN COLONIES PLAYERS
So the list grows. Some worked the 13 Colonies stations using just one
mode, others worked ’em several times different ways, even using only
QRP. Here’s our list so far: KR4LO, K4ONC, WA4GSI, KO4OJC, AI4WL, K4JJW
and NC4OM. Anyone else? Maybe we’ll talk about the event at our next
PARS meeting on July 29th and find out who did what.
SOLAR NUMBERS TODAY
NOAA reports that solar activity was moderate during the 24 hour period
ending yesterday at 5 p.m. local. There are 5 numbered sunspot regions
on the Sun facing Earth this morning. There were 12 last Monday, 7 the
Monday before. The largest solar event of the period was a M4 event
observed at 1:47 pm EDT. It produced an significant HF radio blackout
that covered all of the US.
The Prediction Center expects solar activity to be moderate today and
Tuesday with a 1 in 4 chance for X-class flares. It is expected to be
low on Wednesday with a chance for M-class flares and a slight chance
for an X-class flare.
Sunday’s noon Solar Flux Index (SFI) observation at Penticton was 184.
Last Sunday’s was 179. The index is predicted to measure 184 today, 182
Tuesday and 178 on Wednesday. The SFI 90 day trailing average was 160
yesterday. It was 158 last Sunday.
The geomagnetic field was quiet Sunday. Conditions are expected to reach
minor storm levels (G1) today today and Tuesday and then quiet to active
on Wednesday. The planetary K-index at 5 am this morning was 4.33
indicating unsettled conditions.
For the next few days, HF conditions are expected to be poor on 80
through 20 during the day, fair to good at night. Again, the best
conditions during both day and night should be found on the 17 and 15
meter bands. Twelve and 10 meters should be good during the day, poor at
night. Minor R1 level blackouts (minutes) are likely for the sunlit side
of earth, stronger and longer blackouts are possible.

–TAIWAN, BV. Kenicho, JP1RIW is QRV as BM0QSO from New Taipei City
until the end of 2023. Activity is on the HF bands using mostly
FT8. QSL via bureau.
–MARSHALL ISLANDS, V7. Bob, W0RGC is QRV as V7/W0RGC from Kwajalein
Island for about two to three weeks. Activity is in his spare time
on 20, 15, and 10 meters using SSB. QSL to home call.
